What is the difference between a low mm lens and a high mm lens
a short low mm lens will give you a short wide-angle, a large mm lens will give you a more narrow field of view
When do you use lower/higher focal lens
Because lower mm focal Lenses give you a wide angle they are very landscape photography where you would want to capture a large portion of land from a distance. the higher focal lenses are generally better for catching very detailed images of a subject and can be useful in things like wildlife photography where the subject is often far away.

What is fps
framerate is dictated by how many pictures your camera takes per second or the FPS. so at a number like 24 fps your camera is forming a video with 24 pictures or taken every second leading to there being 24 frames every second of the video.
Advantage of using high framerate
With a high framerate footage can be slowed down more effectively because of all the frames for every second.

24 fps is the cinematic framerate in America and because most people are used to it in movies it looks natural to film things in 24 fps.
